The toy appears to have minimal superficial cosmetic wear regarding any scratches, smudges, license plate sticker crooked that can be seen in the pictures. I didn’t photograph the hydraulic wheels that don’t go up and down. One is stuck down, the other is not stuck. Would need someone who likes to tinker, or who doesn’t care the up down doesn’t work.
